Cannot talk to a agent anymore.  Even when fraud involved. Fraud number and HQ number non working.

That helps only the crooks! Can't leave neg feedback  for 7 days lol

Bought gram scale  with free shipping . listing said Free shipping. Never received a tracking number. PO left note telling me postage due 5.55. I wanted the item, so I paid it. Trying to get ebay to credit me shipping. PO said the seller used an old tracking number that was no good. 6-7 calls later to ebay endless loops or disconnected numbers, including the number to report fraud and the ebay HQ number. I have the PO tag about the postage due. It's only $5+, but I am irked that somebody would do that.

Should have saved a bunch of time. Ebay will do nothing about that. I understand you are irked about what happened but you received your item and you had to pay $5.55 extra in postage. You can contact the seller and ask for a $5.55 refund. As far as feedback be careful what you say cause Ebay can remove feedback hostile in nature.

Sorry, but Ebay won't do anything.

You should have made a copy of the note and let the seller know there was postage due.

If they didn't want to pay, you could have refused the package and filed an INR for a refund.

The seller would have to pay USPS to get their package back.

Since you paid it, not much you can do now.

Unfortunately the note does you no good once you've accepted the package and paid the postage due. You have no option now except asking the seller to refund the amount of the postage due. 

Your other option would have been to refuse delivery and open an Item Not Received case to get a full refund. EBay allows INR cases where there is provable postage due.

All you can do is contact the seller and ask if they'll pay, but there's no way to make them.
