I can't find a straight answer. I was charged $5.50 for a code sent via email. I was never charged this "shipping" fee before for the same product from the same seller. Just curious what the rules, if any, are on sellers charging for this sort of thing.
PS. I didn't notice the new shipping fee when checking out.

"shipping and handling" (eBay just shows it as shipping) can be charged on just about anything sold on eBay
-----------------------------
Your seller has bigger issues.
Mis categorized digital item
Then...... supposedly "shipping" digitally delivered item as 1st Class USPS
No proof of delivery can result in "item not received" claims.

If you look at the sellers Feedback there are many complaints about the shipping fee for a emailed code.
I did not see in the listing where it says the code will be emailed to you. It only offers First Class Mail. Are they going to mail the item to you like it says? If not, I would ask for a refund since it was not mailed or I would tell them they need to send the code by First Class Mail.
Their listing says
Their Shipping & Payment Tab does not open as some of their other tabs do.

This transaction is highly likely to be in violation of Ebay policies. No matter how high the seller's FB is.
Picking at a piece of the transaction shows how you like this seller are willing to ignore Ebay policy until it affects your pocketbook.

and just how does the seller have access/ownership of all those codes?

it was a good answer you're a just trying to figure out ways to weasel out of the price you allowed yourself to pay. you literally bought it. lol. before you checked out it showed there was a delivery price. so if you didn't like it you should have bought from someone without the delivery charge. silly goose.

Maybe they figured out the algorithm for creating them. Maybe not.
