I’m just very curious if that’s possible since I know for a fact funds will be held until the package I ordered is delivered to Me. I want to ask if first time sellers can scam buyers even with that restriction.

As a buyer you are protected by eBay's Money Back Guarantee regardless of whether the funds have been released to the seller. So you don't have to worry about how eBay is handling your funds -- if you don't receive the item you can file a claim and get full refund.

This is mostly for the benefit of eBay, but it also means eBay is more willing to help the unhappy customer since they would not be out of pocket for a failed transaction.
The Hold is slightly different than that. New (and returning and occasional) sellers have your payment Held for 30 days against your satisfaction. Not just until delivery. But there is no delay for us old lags.
The point is however, that you have 30 days from Delivery for a Not As Described claim and if you did not receive your purchase by the last day eBay gave you for delivery, you have again 30 days to open a Not Received claim.

Your odds of losing money to a scammer are greatly decreased if you:
1. Become familiar with the process and deadlines and limits of the Money Back Guarantee. https://www.ebay.com/help/policies/ebay-money-back-guarantee-policy/ebay-money-back-guarantee-policy... Scammers take advantage of those who simply dive into buying without knowing the rules.
2. Make sure what they are buying is covered by the MBG, that the "Shop with confidence/ eBay Money Back Guarantee" box is at the top of the right hand column of the listing (or otherwise on the page--don't know where it is on the mobile apps). Scammers take advantage of loopholes (e.g. some categories are not covered, so they list in that category even though the item does not belong there) to avoid it.
3. Don't let the deadlines (30 days from the estimated delivery date or actual delivery depending on circumstances to file, 21 days after filing to "Ask eBay to step in") pass you by because a seller is making promises--you can always close the case if you get the item as described but you can't reopen it if you close it on a promise that you will get it.
4. Don't believe a seller who tells you you have to close the case to get a refund. That is a lie and you will NOT get a refund from the seller or eBay.
