I was reading up on Second Chance offers and I saw this: https://www.ebay.com/help/selling/listings/selling-auctions/making-second-chance-offers?id=4142
Namely this part: "If a winning bidder doesn’t complete a transaction, you can still leave feedback for them as well as for any Second Chance Offer buyers."
So does this mean that if I am bidding on an item, get outbid, and move on to bid on a similar item from either someone else or the same seller, but then the winner of the first item doesn't pay and I get a second chance offer, I can get negative feedback if I don't accept the second chance offer?
The accepting a second chance offer page makes no mention of receiving feedback over not accepting it: https://www.ebay.com/help/buying/bidding/responding-second-chance-offers?id=4017

No.
Sellers cannot leave negative or neutral feedback ratings for buyers under any circumstance.
Note that your quote says that sellers can leave feedback for Second Chance Offer buyers. If you don't accept a SCO, then you're not a buyer anyway. The offer will just expire.

No.
Sellers cannot leave negative or neutral feedback ratings for buyers under any circumstance.

As a BUYER, you cannot be given negative feedback, no matter what you do.
And if, by chance, you run into a seller who's unaware of that rule, and does leave you negative feedback for any reason at all, you can, and should, contact eBay to get it removed.
Incidentally, eBay is set up so that a seller can't leave you anything except a positive green doughnut, but some sellers word their FB as negative and that's a serious no-no.

When you bid on an auction, your bid is active until the auction ends, even if you get outbid. That is because another bidder could retract a bid, or the seller cancels someone's bid, leaving you the winner. If you move on and bid on or buy something else, you could be on the hook for the item you bid on and the other one.
FYI, a second chance offer is just that, An Offer. You are not required to accept any offer at any time.
