I have placed an order of an item. The seller cancelled my order 3 times and now I can’t buy it. What can I do in this situation? Any actions can be taken against the seller?

I'm sorry you're having a problem buying from that seller. When the seller cancels a transaction the buyer didn't ask to cancel eBay punishes them by giving them a defect. Defects lead to higher seller fees and if they get very many eBay will restrict their selling.

The seller does not want to deal with you, and most likely have blocked you. What reasons do they have, we have no idea. Best to move on, as mentioned above, they are already getting defects that will count against them.

If the listing was an Auction, the seller is allowed to monitor bids and cancel any they don't want.
Just as a bidder in an Auction can retract his bids.
Well, there are supposed to be reasons given, but eBay does not monitor or enforce them since basically it comes down to the bid or the item is no longer wanted.
If you purchased a Fixed Price item, you have up to 96 hours to pay for it. If you don't, the seller can open an Unpaid Item case, cancel the transaction and you get a Strike.
If 96 hours have not yet passed, the seller cannot cancel the purchase.
Did the seller refund your payment and then cancel?
