I am from Sri Lanka. I'm new for ebay & I cannot paid by my visa card.

According to the Sri Lankan Central Bank, because of a shortage of foreign currency reserves, many banks in Sri Lanka are blocking transactions that are in foreign currency, such as when you try to pay directly with a credit or debit card through eBay checkout. Because of this, it is doubtful that contacting your bank will help to solve this problem.

You can use a PayPal account to pay with your card, because PayPal converts the currency and charges your card in the local currency (rupees ). Apple Pay or Google Pay might also work, you can check those out for yourself if you wish.

 The problem is not ebay.  Buyers in Sri Lanka having problems paying using a debit card should contact their bank:
