then when I do not out bid them they retract their bid
seems like bid rigging to me which I thought was illegal

Not siding with that buyer, but how many buys did they have for the 12 months? Long time buyer/sellers can make one little boo-bo and they are gone, but someone with that many retractions, should have been gone a long time ago. That is 4455 sellers having to deal with what babies make in their diapers.

Ebay does not care about what the buyers do because that is where the money comes from.

I once saw one in China well over 20,000. There does need to be some limit I would say.

I did as well ... several years ago. I recall the buyer having over 9000 within 30 days.
There were many retractions per auction. I didn't have the time to study the Bid History to understand how they were using ... but there clearly was some strategy they were following. [But that's when I realized that eBay no longer cleared about retractions.]

Agreed ... that's why it's stuck in my mind forever. The items weren't even that expensive ... so it seemed like such an incredible waste of time.

This bidder has averaged 12 canceled bids A DAY for the last year.
