I'm a huge ebay buyer. I stock my entire store from items I buy off eBay. This issues I deal with doing business from an android and stocking a retail store using ebay auction are piling up.
List of issues:
1) I cannot access the code so I can utilize my ebay bucks using an android phone. Go into the classic site using chrome doesn't work either. I have yet to redeem any and its been almost a year since I signed up and started collecting them. By the way you don't use them you lose them. They expire every couple of month if they aren't used.
2) I am on ebay bidding on auctions and trying to pay for ones I win. Sometimes you get over excited greedy sellers that don't give a buyer any time to pay and your won item ends up at the resolution center. Paypal dont like something they will block you from paying for an items. My rant is I am on ebay trying to pay for an items and their software has a bock not letting me pay. I personally don't care who handles the money side of ebay. That's ebays deal. My problem is I am on ebay trying to pay for an item and its not letting me pay. I contact ebay and they tell me it's a paypal issue. Me speaking to ebay now......... No Mr. ebay that's your issue. I am a customer buying items from ebay and your software isnt allowing me to pay. That means it's up to you to fix it or the sellers on your site aren't going to get paid. This is me pulling out a card putting in the numbers and trying to pay. The card has money and its a card you accept. The obligation on my end has been met. It's up to ebay to accept my money or not. By the way there are loads of new auction sites popping up and China is starting wholesale priced websites for the public to buy from all over the net. EBay no longer is our only option.
I'm going to stop here cuz my rant really require a novel. Maybe I see an ebay ebook in my future.

1.) Can't collect eBay Bucks on phone.
Since you don't have a laptop or desktop, go to the public library (or an internet cafe if those still exist) log in and collect.
2.) sellers that don't give a buyer any time to pay
If your seller is in the USA she has to wait 48 hours before she can open anUnpaid Item Dispute, then you have 96 hours to pay before the Dispute ends and you get a Strike.
Surely six days is long enough to pay, especially since you are carrying your phone around all the time.
If your retail store has a merchant account, attach the card to your Paypal account. Then you can pay your sellers immediately and pay off the card at your leisure.

It is a Paypal issue.
EBay sells nothing.
There are some 125 million independent sellers advertising on the site and many do not have merchant accounts. We use Paypal to process payments.
Set up your Paypal account, attach your merchant credit card and the payment process becomes simple.
Paypal also helps your bookkeeper since all your purchases are in one place.

1) The eBay Bucks usually come out on or about the 3rd of the month. You can check in the link below.
2) Personally I have the unpaid item assistant set up to open a case after four days of non payment. If there is then no payment made after an additional four days, the case is closed. Everything is done automatically for me by eBay. So you have a full 8 days to pay. On some occasion when buyers have contacted me, I turn the unpaid assistant off. For example, somebody bids and wins an item at the end of June. They ask if they can pay with their eBay bucks on July 3rd. I say no problem.
There have been some problems recently with making payments via PayPal at the eBay checkout. I was able to purchase a few items just last night so hopefully the problem has been resolved.
Chance are those sellers from China are already on eBay. At least here you will be covered by the eBay money back guarantee. You might not get any type of guarantee on the other sites.

While smart phones are indeed handy for many things, I would suggest investing in a laptop or desktop computer if you are operating a business.

I can't imagine selling with a phone. All I use it for is getting the cha-ching and checking what I sold. Then I get to a computer.
Since you're running a business you might invest in a basic laptop or tablet. I have a 10" color kindle with a keyboard case ($99 + $15, bet they'll be on sale again on prime day) that works using a real browser, not the app. It's not phone-size, but still portable and it's amazing for a hundred-dollar "computer".
As far as the app, there may be some insight on the Mobile App - Android board. Good luck~

With number one the way you have it phrased makes it seem like maybe you don’t know how the bucks work. They’re only available for use every few months and then they are only good for one month before they expire
number two a case can’t get opened and go to “resolution” as you put it until 48 hours it then gives another four days to pay. This should be plenty of time to pay
what kind of message do you get when you can’t pay ?

I've recently retired one of my Toshiba laptops in favor of an HP ENVY which can be used as a tablet. Alas! Microsoft is going to quit supporting Windows 7 so I figured it best to upgrade to a Windows 10 machine and this HP ENVY was on sale at the time. Unfortunately, it doesn't have a big enough hard drive for my taste, but that was easily fixed by the addition of an external HD with 2 tb capacity.
I retired my desktop years ago to save space but I use my laptops more like desktops since I rarely take one with me. However, I do have another Toshiba that I upgraded to Windows 10 from 8.1 that I use as a spare.
Admittedly, I do use my smart phone for emails & messaging but not listing. It does come in handy for use as a secure hot spot when traveling though.

Chrome and eBay have never played well together. Like the others I wouldn't try running a business from a phone either. What happens if it breaks or gets stolen?
As for the payment issues, the sellers who have not been able to accept payment might have opted into eBay's Managed Payments system which was not accepting credit cards processed through PayPal unless they were a PayPal issued card. The system is supposed to start accepting paypal processed card payments sometime this month.

I buy tons of stuff on Ebay for my store too just like you. Here is my problem,
I bought 300 orders in 10 months 15 did not arrive ......BUT after 8 not recieved cases got cut off by Ebay ?? Seems to be a limit on how many item not received cases you can open in 1 year ??? I did buy lots of items about 320 in 10 months, was a little surprised 15 items did not arrive and also the tracking info showed they did not arrive ..... For first 9 cases they gave me a refund but after that give me a message -----Sorry you cannot open any more item not recieved cases ........ What ?? there is a limit of 9 ?? -------------- its not the buyers fault if the item did not arrive . also its 320 items ordered. 15 is not that huge. Its 5% of all orders. I also opened 8 cases of wrong item sent or fake item sent. and also cut off after 7 cases ? but out of 320 orders, thats not so bad ? ----------should I just go to Paypal and open the other cases ?? Orders not recieved should not put a buyer on the blacklist !!! right ??

That's right.
More likely a percentage than an absolute number, and eBay will not, for obvious reasons, give out what that cutoff is.

Yes.
And back your PP with your shop's merchant card because then you can also as a fourth line of defence, use the chargeback service of the card.
But.
Your FIRST line of defence is learning to buy wisely.
Cheap is not always the best buy.
Read the feedback. It's voluntary and eBay doesn't use it to assess seller accounts, again for obvious reasons, but it can help you see patterns like non-delivery, late delivery, poor quality, counterfeit goods , etc.
Most businesses allow for a "bad transaction " rate of 1% for shoptheft, shrinkage, damage in transit, general problems.
Your Dispute rate was nearly triple that.

It is possible to spend your eBay Bucks using only the app. On my Android phone, using the app, when I go to checkout and choose payment method, if I select "Gift cards, coupons, eBay Bucks", my eBay Bucks voucher total appears with a checkbox to select it for payment, without ever having entered the voucher code.
It is also possible to use a mobile browser in desktop mode on an Android phone. If you open a new browser tab, it will revert to the mobile site unless you specifically check "show desktop site" for each new tab. See here for details for your browser type:

Hi brian@ebay should eBay revoke MBG for a buyer when, across multiple purchases, there is tracking, but tracking doesn't show delivered/notice left/available for pickup/returned to sender/etc?

Just like your insurance provider would stop covering you if you kept getting burglarized over and over because of negligence on your part, eBay decided to stop covering for you because you insisted on making purchases from sketchy sellers.
