I asked for a refund on an item that shows tracking was created but the item was never actually shipped, it has been over 3 weeks. The seller is exceptionally rude and is now harassing me telling me to make ebay refund me they don't care, and name calling. They are sending repeat offensive emails and they have all of my personal information, where I live, my name, etc. I just feel they're really off their rocker and I have reported them, tried calling ebay and left negative feedback in which they mocked me and name called me even more over stating they don't care about feedback. I've never encountered such a mentally ill person on here before who was so horrible. It was just a $5 purchase... what can I do to stop the messages? How can I block this person?

In reviewing the feedback and the item.
First their feedback reply is weird, as its calling you a seller. Second they sold an item for a dollar and realized they didn't make any money from the sale. So of course they weren't going to ship it.
They have had 2 negs in the past month as well.
Yeah, I would file for an INR, get your refund, block that seller and report the messages and them.

eBay should have a clear line of distinction between “professional sellers” and “hobbyists/non-pro’s”.

The best way to handle this type of situation is to file an 'Item not received' claim from your Purchase History as soon as you pass the 'estimated delivery date' you were given. I would have have done this after receiving the first rude message ... and waited until the transaction was completed to leave feedback. [You definitely didn't help the situation by leaving the negative feedback AND a Follow up so quickly.]
I'm very sorry this happened, but you are mistaken in how long it has been since you purchased the item. You purchased the item on 2/28/25 ... exactly two weeks ago today. It is NOT 'over 3 weeks' like you said in your opening post.
You likely can stop the messages by getting your refund and stopping your campaign against the seller. They definitely are in the wrong, but you are not helping the situation by your campaign of retaliation. You've done all you can by leaving the feedback and reporting them to eBay. Just get your refund and move on.

You said in your feedback refunding through eBay would make you wait an additional 5 days instead of the seller refunding you like they should.
Well, the seller is correct. You are supposed to get a refund by opening a not received case. That gives the seller a chance to prove delivery or they can refund through the case.
I am curious why you didn't go ahead and open a case. Not wanting to wait for a refund on a $1.00 shirt does kind of make you look like the names they called you but nonetheless they should not have resorted to name calling. Their reply was removed and you should not have come back with the last word repeating again what they said. Just my opinion.

That would solve many issues but how do you determine the professional vs the hobbyist?

You should read the eBay Money Back Guarantee to understand how to request refunds (INR) for items not received. There is a process and no reason for you to engage with the seller once you do open the INR.
Keep it simple and follow the rules. Don't worry about the seller and unfortunately, they may have a case to have your feedback removed.

You open an eBay claim item not received and that's it...'3 weeks'...why did you wait so long?
Seller prefers an open claim as to just returning funds to the buyer...whether a dollar or a hundred dollars.
There are procedures in place for refunds as to what they are and how they are paid.
