In March 20, I ordered a custom suit from a Chinese seller. Took more than twice the promised production time. Item was shipped to wrong address. I'm in Michigan, and it went to California. Seller promised to remake, and requested confirmed measurements. I forwarded them. Months after the original order was placed, I received my suit. The jacket, pants and vest were all about 4" too small. Seller agreed to remake AGAIN, or refund my $135.00. They gave me a return address, which was not legit. I tried reporting to eBay, and the system would not accept my complaint, as my item was marked as received (as in California). Seller stopped responding via EBay or private email. I finally was able to contact an EBay rep, and the initiated the complaint process. Never heard back, and the complaint is nowhere to be found. EBay cannot be reached. Their system tells me to seek help through the website, but it gives me zero options. How can I resolve this? I want my money back, as the item is wrong size, very poor quality and has sewing flaws. March of 20? If March of 20 you have likely gone beyond any help time frame.
If March of 21 you may try for resolution through your method of payment. (PP ? Credit card?)Hurry time is short.

Mar 20 is now 175 days ago. You only have 180 days from payment to file a dispute at PayPal @rrphantom01 if that's how you paid.
Before you do that, try to activate Return Shipping on Us from PayPal here. After that, file a dispute here, and go back right away to click Escalate to PayPal at the bottom. Then wait for instructions.

You really need to read the terms of ebay's Money Back Guarantee (MBG) and pay attention to its time frames. You had 30 days from the day the original tracking showed Delivered to file an item not received dispute. Because of the Delivered scan you would have lost it, but you could have used the tracking information to file an appeal.
Never trust chinese sellers to take actions they promise in messages. They'll use several ways to delay you until you are no longer able to file disputes. They stopped communicating with you because they know ebay's time frames have lapsed. As the others have written you can still file a claim through PayPal, but you need to hurry.

Yes, it was 3/20, I received second replacement item. Much of EBay was shut down due to Covid. Seller shipped first item to wrong state/address, so EBay automated system considered it a closed case. Successfully "delivered". No way to reach EBay. I eventually reached SOMEONE at EBay, and they opened a case, as tge second CUSTOM suit was grossly incorrect (4" too small). That case totally disappeared. Again, no way to follow up with EBay. I finally contacted the seller directly again, and they agreed to refund me in full (or make a THIRD suit), including shipping. Gave me bad address for return. I had hoped, that eventually, EBay would improve customer service as Covid relaxed, but it hasn't happened. Now seller ek g even respond to my emails. Basically stole my $133, with Ebays assistance.

Sorry, you only had 30 days from the last estimated delivery date or the received date to file a claim on Ebay.
Once that date has past, the MBG expires and they won't do anything to help.
If you paid using a credit card, you might be able to file a claim with them.

I misunderstood then. I was thinking it was March 20, 2021. I still think that the message by @mudshark61369 in message number 3 is particularly important to remember:

Well problem can be easily solved by not buying from Chinese sellers every again.
Most of the problems on eBay seem to be coming from China....
