Seller provided proof of delivery showing N Dakota delivery, purchaser in WA state. Continued efforts to seek data from seller. Then UPS leaves a note indicating signature required and item left at UPS store for pick up. Assuming this was the pactual product and seller mixed tracking data, reached out again providing screenshots of N Dakota data, my location and UPS note. Seller then confirm it was likely the product ordered. I then ask seller to request re-delivery as I am of Covid compromised age group and avoid stores/areas of high traffic volume. Seller didn't respond. I still have no product and apparently the seller is managing to steal money for a 20+yr 100% feedback customer. Product has been returned to seller per UPS and my age/health is the issue? How is this a fair/equitable transaction? I realize it is a small amount of money but seniors budget and are the most vulnerable tn this pandemic. Pls help

As far as I know the money back guarantee is voided if the item is abandoned at the post office a d returned to sender. Them's the rules.

Regardless the fake delivery @hojllc since the item has been returned, simply file a "Credit not processed" chargeback with your card issuer, to get your refund and conclude this chapter of your life.

“Credit Not Processed” chargebacks are filed by customers who have returned their purchase but did not receive a credit/refund from the merchant.

Yes you were scammed by the seller who used a tracking number scam to probably send an envelope to the N.D. office w/ signature confirmation knowing you could not pick it up and it would be returned. You can appeal ebay's decision, but you will have to put aside your Covid fears, put on your mask and go to a UPS store to get the info you need to win the appeal. Those stores are usually not crowded. If you paid using PayPal and/or a credit card, you will need the info to get a refund through either of them since the scammer sent the item to a destination you could not possibly get to, to pick up the package.
Go to your local Post Office, UPS or FedEx store and bring proof of you being the recipient, eBay Order Details and Purchase History pages w/ the tracking number on it. If you used a phone/tablet etc. for the purchase bring that, or print copies of those pages if you used a computer.
At the store ask the clerk to compare the shipping label info address, package type/size/weight to the Order details info. They cannot give out specific information, but they can write a note on company stationary saying things like; the shipping label's address does not match yours, and if applicable that the package type/size/weight. doesn't match what you should have received.
The note needs to be signed and dated by the clerk and give the store#.
With that info you can file an appeal. When you do there will be a place to upload documentation, a clear photo or scan of the note. Appeals are looked at by real people and the info you provide will cause you to win.

File a dispute with PayPal. If that fails, file one with your credit card issuer. Be sure to adhere to the time windows of both.
In the future, insist on USPS as the carrier. They are imperfect but still the best game in town.

Is is correct, the attempted delivery requiring a signature was to a location in your zip code ?
Since you did receive a UPS note, couldn't you have contacted UPS directly to schedule a redelivery, being unable to pick up your package ?
