I ordered a model train for my son for Christmas, and it arrived slightly damaged. Nothing irreparable, but would require special items purchased to fix. I contacted the seller who gave me two options: 25% discount on the item, or return it for a full refund. I opted for the discount. Since then the seller has ignored me altogether. It has been three messages over four days.

Go to your purchases. Request a return for the reason Not as Described or Damaged.
This is the wrong time of year for getting things done by agreement between buyer and seller. Everyone is too busy.

Go to your purchase history and click return item and select, the item doesn't match the description as the reason.
The seller will have 3 days to accept the return and pay return shipping or refund without returning.
If they don't, return to the case on day 4 and ask Ebay to step in.

And after you file the "not as described" reason for the return, do not let the seller come back to you and ask you to close the case in order for them to give you the 25%. Once you close the case, you cant reopen it, and if they don't follow through with the discount you are stuck with the item as is. I know its was a holiday gift, but you have 30 days from receiving the item to file a NAD case.

Really sorry the Seller is being unresponsive on the partial refund offer of 25%.
Depending on what you want to do you can repair it yourself and eat the cost or file an official eBay return as mentioned up thread. Your return reason options are Arrived damaged or Does not pictures or description. You will be issued a pre-paid return label to send it back. The Seller will have 2 days to refund you once they get the item back.

If you go ahead and file the return the Seller may get in touch with you promising to refund IF you close the return but DON'T CLOSE THE RETURN. Just let the return process work for you.

Contact the seller again stating you will accept the 25% discount, and ask when you can expect to see that. There should be no problem getting that to you within 24 hours, if not file the not as described. At that point the seller will have to respond with a return label for you or the 25%. If you get the label but not the discount that mean the seller wasn't going to honor that part of the deal. At that point return the item or live with it. If you receive the 25% off, then close the case.
BTW, nothing magical about waiting 24 hours for the discount, it just seems to me that if they were going to honor it, they would take care of it asap. But you could give them longer, you have 30 days to file if you choose to wait that long.
