I assume you are asking about your items as a seller.
If I select Qty 3 of an item and put it in my cart, I see the original price in the cart and an "offer applied" in the cart. At checkout, there will be a "discount" line item. Apparently, people like to see "how much I saved" as a subtracted value, rather than a lowered item price. The result is that the total is lowered.
If there is a particular item that is not applying discounts, can you provide the item number?
