Your seller unfortunately took advantage of a loop hole in a policy that Ebay has currently regarding Business Equipment that costs under $1000. Ebay is in the process of getting this fixed, but unfortunately that doesn't help you right now.
First, you won't be getting this item and there is no need to reach out to your seller as they have no intention of shipping it or willingly refunding you.
You do have options and you will be OK, I want to stress that. You WILL get your money back.
Contact Ebay, explain the issue, make sure you explain the category your seller used for this transaction as that is extremely important. Have them assist you in filing an INR [item not received claim]. Here are your option in contacting Ebay.

Now know that if this fails, which it is doubtful it will, you have an option of going to your funding source and filing a disputed claim for the charge. This would be a last resort, but I really don't think you will need it. Ebay will likely take care of everything.
