How long should you wait before complaining about a refund??? Month tomorrow

I returned a part a month tomorrow, just a bad deal all around...this journey started at the end of January. Two bad parts, I paid $28 return fee for a $46 part...still no refund. China....never again.

Go into the claim you filed for the return.  There should be an option inside the claim to have Ebay step in.  Check off that option and Ebay will handle things and get them fixed.  But do it today if you can as it will get closed by Ebay at 30 days due to age.
