technical trouble

My eBay page won't go to page 2 or beyond. 

I can't click on offer eligible and get to items for offer. It is a non-response button.

Capital One ad pops up all the time. I have checked cookies and turned off ads.

Please offer advice as this has been happening all of Dec and now Januray.

If you are seeing advertising you don't expect, your browser may have been infected with adware.  Alternatively, various browser add-ons can interfere with eBay operation.   I would first disable any browser add-ons to see if that corrects the problem. Then you can decide which add-ons should be re-enabled. Using a different browser can help narrow down whether there is a browser issue.
