Is it possible that the dropdown setting is for "carrier packaging" and needs to be deselected?

I don't currently have any unpaids to test, but here is an example from the label-printing program, as an example of what to look for.  If carrier packaging is selected, then you will only see priority options.

 Thanks  but it wont let me select Carrier Package   no where does that appear..  it shows me only priority rates and international or worldwide

It sounds like you need to select the CUSTOM packaging.
