i am trying to issue a partial refund to a buyer for over payment and it says go to the seller hub ok got that next it says go to pull down window where is this magic pull down window that says refund

Thanks but it wont let me select Carrier Package no where does that appear.. it shows me only priority rates and international or worldwide
