I have several questions. 1) Does eBay charge different rates for the same size package only in different categories? I've noticed some categories are cheaper than others for the same size package. 2) Do most of you box & weigh each item before you list it? I had a formula that worked prior to the latest eBay addition of giving the buyer the same discount rate as the seller on shipping. I just lost $4 on shipping due to having to use a box that was 1" larger than the listing stated. If I opt OUT of of offering the buyers the same discount as I get and use 'offer buyers the standard postal rate" will I still get the seller's shipping discount? Just when I think I have everything figured out they manage to throw another glitch in for me!

Always weight and measure your item in the box you will use for shipping so there are no surprises. Every time 🙂
Rates are based on service selected, weight, dimensions and distance to the buyer. It does not change by type of item.
eBay changed the default so that you gave the buyer your discount. You always get the discount rate. You can change it to charge retail rates, or create a custom discount % here - https://www.ebay.com/ship/prf
You can also add a handling charge to cover things like shipping supplies.
