Can ebay step in any sooner than the 3 days to settle a dispute between a buyer and seller

No.  Once a buyer files a dispute, ebay allows the seller up to 3 days to respond.  If no response, then the buyer can return to the case and click Ask ebay to step in, when the link appears.

No.  The process is completely automated.  The link to ask eBay to step in doesn't appear in the dispute until 3 business days have passed.
