I helped someone recently whose neighbor received over 15 "return" packages and they don't buy or sell on eBay.
They tried to get USPS involved and their local PO wasn't interested.
I think they went to eBay CS via social media to see if they can track down who is using their neighbor's address as a return address. There was a suggestion made that it could be a foreign seller who needed a U.S. return address so they don't get busted. I don't know if that worked or not.
You would have to connect with an eBay rep who is willing to research that.
You can contact eBay via social media for assistance - they have a very good team there to help resolve problems.
Only use the Private DM or PM Messaging - do not post your account info publicly.
Give them your User ID, your real name/address, the email attached to your account, Item #, Case #, and explain the issue in detail.
They usually respond in a day or two.
