- seller does not respond to messages - I wish to cancel item as seller has old feedback and that shows that seller has once before not sent an item. I suspect seller is doing this again.

Sellers are not required to use a tracking number. But, it's recommended that they use one.
Open an Item Not Received case after the estimated delivery date has passed, if the item does not arrive.

Only two people can cancel a transaction on ebay, your seller or God. Since God is very busy you will have work it out with your seller. Assume that they are not interested in cancelling your transaction if they ignore you.

That is a pretty dismal outlook - although most difficult to contact Ebay directly now and you may well be right. But I will hope that Ebay does something -

IF/WHEN the latest estimated date of delivery has already passed by at least 1 day, you have up to 30 days past estimated date of delivery to file a Refund Request:
Go to your My Ebay page >> Purchase history
- Select “More actions” beside your item and then “I didn't receive it.”
- Click the box beside I want a refund.
- Select Send request.
If the seller does not respond after 3 days, you can ask Ebay to step in to help you.
- Find the item in your Purchase History
- Select See request details
- Select “Ask eBay to step in.”
