My buyer received his priority mail package. He said looked like it was cut open and taped back together. There was some packing paper in it, but to the item I shipped. How do I handle a refund for this? He did send pictures.

@naysmith761 tell the buyer to open a return this item case for the reason 'damaged' and u let them keep the box and refund them.
see if u can make an insurance claim w the shipping carrier

Thank you. Will ebay give them a complete refund then?
They only received an empty shipping box and some packing paper.
It was insured for $100 with priority mail, but I didn't the extra insurance to cover the total of $350.

You owe the buyer a full refund. The insurance is for your protection, so if you did not insure the full amount, the difference is your loss.
File a claim for the $100 at usps.com. Do not make your buyer wait for the claim - you need to refund him now. Ask him to hang onto the package, in case his PO wants to inspect it.
