Why don't I get promotional email for e-bucks anymore?   why can't I earn bucks without them?

The old Ebay Bucks 1% earning program has ended as of March 2021.

Per Ebay: After careful and thorough consideration, we decided to retire the 1% earning as we look to continuously optimize our offerings. 

The 5% promotional Ebay Bucks are sent randomly. I have not received one for over 6 months.

The only way to earn eBay Bucks is to take advantage of one of the periodic 5% offers that eBay sends to select accounts each month or so. Not every user account gets an offer each time; it changes from month to month.
