international selling

I received an email asking if I sell to Greece. I havent done any international sales in years. My understanding is that recently Ebay handles all forms to sell internationally.  just send

SORRY my email was sent unfinished. Do I have to change anything in my settings  in order to sell internationally? A potential buyer from Greece says he cant place a bid. He gets a message from ebay that says I dont accept his bid. Any help or suggestions would be appreciated.
