how to handle damaged returns

We accepted a return and when we received the item back it was missing parts, and the cables had been cut inside. All eBay says to do is offer buyer a partial refund in order to close the return out. The thing is this item is damaged and can't be resold. The buyer should get nothing back in my opinion. Are sellers not protected by these types of things on eBay. Basically, it's a case of he said, she said and no way to prove one person is right over the other. Buyer says they never opened the unit and wouldn't know how to swap out a tape deck motor if he wanted to. Although looking at the feedback from the places on eBay he has made past purchases it appears a lot of those sellers are parts places for a variety of different types of electronics. If you don't know how to work on electronics, then why does all of the feedback he has from sellers who sell parts and repair items. He claims we are running a scam but we feel he is running the scam on us. Do we refund the money and take the loss of almost 200 bucks or stand our ground and refuse to when we know the buyer did this on purpose. It took 2 weeks for buyer to even let us know there was an issue and was very rude when requesting a return label. Been a seller with 100% positive feedback on ebay for over 14 years and this has never happened.
