That is not possible. Only make offers on items that you are willing to pay for.

If you are a seller you can opt out of it applying to your listings in your Buyer Requirements.
If you are a buyer it applies to you unless the seller has opted out. It is not an "option" for buyers. eBay assigns which buyers it applies to.
