Why am I expected to make a specific offer and commit to payment BEFORE I can ask the seller a question--i.e. the size of a bowl is stated as "standard tea cup size" instead of in centimeters.  How many people know the "standard tea cup size" in Japan.  (I recently purchased a coffee cup set, the cups "espresso" size because the seller did not specify the size.  I was not happy.)

You can ask the seller a question BEFORE you make an offer.

Go to the listing page, click on "Contact seller".

Next to "Still have questions?" click on "Contact seller"

In the pop up window that appears, start typing your question where it says "Send message"

Click on the blue "Send message" button.
