Is anyone else being charged for shipping after the buyer has already paid?

I haven't been paid for some.of my items and ebay is double charging for shipping

The buyer pays you (through Ebay) for the shipping charges when they pay for the item.

You have to pay for the shipping label.

Since you are a new/inexperienced seller, Ebay may withhold your payouts for up to 30 days.
