I ordered item in the normal manner. Then I discovered the seller had another item which was better suited for my application. I contacted the seller and found he had not shipped the item. I asked the seller to cancel the order but he said I had to do that. There is no provisions that I could find to cancel an order when the item has not been shipped. The only provision seems to be paying for the freight twice. How do I avoid not paying for shipping that never occurred and the return which will not happen?

Only sellers can Cancel an order, buyers can only ask sellers to do that, so they are misinformed.
It's easy for the seller to cancel on their end as "buyer requested", and the refund is automatic - have they not done that yet?
If you opened a Return request in error, don't close it - leave it open and eBay CS can help with it if you don't receive the item.
