buyer wants to cancel an order because they saw somecheaper but already paid. Do I have the right to decline cancellation and not get ding for it.

Yes, you do have the right to decline the cancellation without being dinged, BUT you would open yourself up to the buyer filing a Return Request, making up a reason for the dispute.

IMO, cancel the transaction and place the buyer on your Blocked Buyer list.
