I buyer can refuse a package if it arrives with postage due, and the seller would be required to refund the buyer in full.

If the buyer refused delivery because of a change of heart, the buyer protection is voided, and the seller is free to keep the shipping fee and refund the balance. Documentation should be retained in case of a credit card chargeback.

If the package arrived damaged and the buyer refused it due to possible damage, that is a more complex situation that may require carrier documentation and a discussion with customer service.
