blocking bidder

I am trying to block a bidder and cant figure it out how to block 

I know it says this .   

1. Go to the Block bidders or buyers from your listings page.
2. Well I go there and dont see how to block them I guess dont know how to get to my listing page

You block particular buyers by adding their ID to your Blocked Bidder/Buyer List.

You block (or limit) certain classes of buyer by setting your Buyer Requirements.

Go to the Site Map (link at the bottom of this and most ebay.com pages) Sell Section (use the shortcut at the top--it's a long scroll down) and you'll find the link to that and several other useful seller tools. The Buyer Requirements are at the bottom of the page you are first taken to when you click the link to the BB/BL.

I did but the highest bidder is still bidder I am trying to block cause they have zero 0 feedback have not bought or sold anything

Where in the heck would you be if everyone blocked you from buying because you had zero feedback? Not buying those 12 things you have feedback for. Don't  be ridiculous.

Adding the bidder to your BB/BL does not cancel the existing bids (and vice versa).
