if a buyer has items they won from my auction can that buyer still pay for those items if i block the buyer from bidding on any more of my items

What are your reasons for not wanting to sell to the buyer?  Are they trying to scam you somehow?

Yes, of course they can pay for items they already won, or any they win because they have a bid (or Best Offer that you then accept) pending.   

Blocking a user does not block payment, and does not cancel any pending bids/offers.

Bad idea to leave Negatives on the same account you sell with, especially leaving 74 Negatives out of the last two hundred feedback left. Find a way to better vet your sellers or they may start messing with your selling account.
