A buyer made a purchase from my item listing, a pair of Jordan 11s. It went through an authentic checker, didn't pass inspection because they were missing soles, so they decided to send it back to me. They did not send me back the same sneaker, instead an non authentic one, with holes and marks. I open a request to dispute the decision because this isn't my shoe, I don't know what else to do. I have pictures to compare to my original listing who else do I contact.

If the shoes failed authentication, the buyer never got the shoes - they go back to you, and the buyer is refunded. So if you received the wrong shoes, it is the authenticator that sent them to you.
You will have to contact customer service for help with that problem.
To contact customer service, follow the instructions on this page to work through the automated assistant to request a call back - select agent when it is an option -

You will need to contact eBay CS, specifically the Authenticity team if you can-
Scroll down to the bottom of this >> Help page on eBay Authenticity Guarantee
Click on "Contact us"
In the Help Chat box that opens click on "See more"until you see the
option to "Contact an agent" (may have to scroll a bit), click that
OR...type "Agent" in the reply box then hit "Send" to bypass the bots
You should get the options to Chat with agent, or have them call you.
Note: The Call Back option doesn't always work if your carrier blocks spam/telemarketing calls.
With the Chat option eBay will automatically email you a transcript.
