Reinstating a cancelled sale.

Buyer bought item but needed to change his shipping address. I cancelled the sale as per eBay instructions. Seller has now updated his address. How do I now proceed with the sale?

heavy snow locally unable to ship before Moday.

How does won get eBay involved when a seller unilaterally cancels a completed auction because the seller decides that they underestimated their shipping cost that listed in the auction.

Can you tell me what time zone ebay is in, please? If an auction I'm interested in ends at 10:36am I don't want to miss it. Or, are the times based on user timezones? I'm confused. At first it said it ends at 7:36am and now it says it ends at 10:36am...

I have already paid for an item that I won. I asked the seller for a tracking number. The seller chooses to ignore me and will not respond to my messages. Other than take drastic measures, what can I do?
