How does the cross platform fee work for ebay UK? Is it taken upon listing(one time payment ONLY) or is it payed when item is sold ONLY in the uk or is it everytime the item sells anywhere?

Possible scam buyer

I have had 2 bidders bidding on an item for a high price. Both have no ratings. One has been active since 2019 and the other 2022. I have had this before and the profile disappears and the buyer doesn’t buy. Should I cancel their bids?
