Resolved! There does not seem to be a way to select Negative Feedback when a seller needs to post a comment.

When a seller needs to post feedback on a buyer, there doesn't seem to be a way to change the feedback option from Positive to Negative. There appears to be no specific instructions in Help Center to aid user on how to accomplish this.

Shipping out by a certain date
