Because sellers are tired of buyers making offers and placing bids, then not paying.

eBay has been rolling out the Auto-pay feature on Selling accounts this year. It requires Bidders or those making Offers to provide a payment method prior to entering the transaction. It eliminates certain types of scams as well as Unpaid items.
eBay adds that feature to a Seller's account but does not advise they have done that. Sellers can turn that requirement off because the default when it is rolled into an account is that it is turned ON. You can message Sellers and ask if they will turn it off OR add you to their Exemption list which means you would not be required to provide payment information prior to bidding or making an offer.
