Why can’t I list a 1937 Cuban stamp? I see other Cuban stamps listed.

Trying to list a 1937 Cuban stamp but Ebay will not let me.

The other sellers are violating policy and just haven't been caught yet.  It's like speeding, not everyone that should be caught is.
