A seller can set his shipping price in pretty much any way he chooses (with some exceptions) - eBay’s fees are set up to discourage overpricing shipping/underpricing the item. What are you seeing that you call manipulated?
I like to shop by total price, then look at the split - a seller might have the best total price, but if his shipping is not reasonable, I’ll pick another seller.

The USPS has raised shipping costs at least 3 times a year the past couple of years. It is quite expensive to ship. The shipping cost is clearly listed on each listing, so if you don't like the price, find another seller. Once you purchase the item, you have agreed to the shipping and really can't complain about the cost. The shipping is not negotiable in a best offer and sellers cannot raise the price of shipping after an item has sold.
