What to do if seller is not responding regarding a purchase

If a seller is not responding and item has not shipped, who shall I contact? It’s very hard to get a contact info for eBay. I am

wondering if the seller is fraudulent with listing

Sellers can have a handling time anywhere from 1 to 40 days.  When they ship is not something to be concerned about.

What you DO need to watch is the estimated date of delivery.  When that day comes, very next day you can open an item not received case for a full refund.
