Can I use the eBay label for Priority mail on a USPS FLAT RATE  Priority box?

Sure you can as long as it is the corresponding Flat Rate label for the Flat Rate carton you're using.

Flat Rate labels can only be used on Flat Rate cartons. Non-flat rate cartons must use weight-based labels.
