Item returned to me by UPS buyer never picked up.

I received a UPS package back that I shipped out on 12/3. Label on package reads Return to Shipper, Package Not Picked up, Ready for Return. I have not received any communication from the buyer.  Do I need to contact the buyer and offer to re-ship? But then DO I charge shipping again? Or do I refund them minus the shipping and then re-list it? Thanks for advice.

I would contact the buyer.  Let the buyer know that if s/he still wants the item, that you will need x amount sent to your Paypal email address.  If the buyer no longer wants the item, you can then send a partial refund of item price only.
