Buyer paid for item and it was shipped they didn’t receive the item. Tracking says undeliverable. How do I handle this issue. Can’t get a connection to anyone at eBay to answer.

Usually there is a reason shown for why the package is undeliverable. Did you check the carrier's tracking site to see if there is more info? The reason will determine what you need to do.
If the reason is that there is no such address, a missing apartment #, no access, etc., then when the package is returned to you, you can refund the buyer the purchase price of the item not including original shipping. If the buyer wants it reshipped, relist the item and provide the new item #. Remind him to correct the ship-to address on the checkout page before completing payment.

I asked the buyer if the shipping address is correct they have listed. It is correct. they said they have had many items shipped from eBay to this address never with an issue

Did you look at the tracking on the carrier's website to see if there is a reason for the non-delivery?
If not, you might call your post office to ask them to check their system (which usually includes more information).
