Tracking number for second item in same package won't upload on shipping page

One buyer purchased two items that I am shipping in one package and I will refund some of the shipping because I could combine. As I have done countless times, I purchased the label under the first purchase at the dimensions and weight of the combined parcel which now has two items inside. I then copied the tracking number and went to the other item and tried to upload it so that both items would show shipped with tracking. Today it keeps saying the number was being used by another buyer. Buyers are identical -just bought two very similar items from me. This method has worked for years. Now I have an item with no tracking uploaded which is on its way. Please assist. I dont use the Bulk shiping tool to combine since I can never seem to get the Combine button to be active. Thank yo

The buyers may be identical, but if the buyer IDs are not, the items cannot be combined (or at least you cannot upload the tracking to both transactions). Best to ship them separately in that case.
This usually occurs when the buyer checks out as a guest for one or more of the purchases. Each time a buyer checks out as a guest, he gets an ID for that purchase only (and they are often very similar to each other).
