Tracking Number Given Before Shipping?

As a small seller I am required to provide a buyer, as well as eBay tracking information.
That number is given to me when I hand the package to the postal clerk.
The flip side being when I make a purchase for "Big" sellers I am given a tracking number
sometimes days before the item is actually shipped.
My question is WHY is this practice allowed?

Because some sellers create the shipping label before the package is physically shipped.

When you purchase your labels on eBay, the tracking info is sent to the buyer immediately., which happens before you ship. It sounds like you are purchasing your labels at the post office rather than through eBay.
If you are able to create your labels through eBay, you can save money over the retail price you pay at the post office.

The percent savings depends on the carrier and the service used. When you go to print your shipping labels on ebay, ebay will display the amount/percentage you saved.
