I sell miniature dollhouse signs and posters and since the postage for packages keep rising I have managed to send them in an envelope to the buyer for the price of a stamp - the postoffice is very slow and buyer is looking for their item and run to Ebay to solve it. Ebay only has one response was there tracking # or give them a refund. they don't want a refund they want what they bought and ask that I send another while they are waiting for the low post to get it to them ebay is letting me know to fix it with tracking or they will refund. No where on their form is there a place to say you have sent another. and in 3 days they take my payment and send it back to the buyer. Now the buyer has 2 items and paid nothing and after I called an agent at ebay and explained she said she would document it. She documented it allright they are making me and under average seller after 23 years and 3000+ feedbacks, If they are trying to put me out of business they are doing a great job. I remember when the seller and the buyer we're right now only ebay is right

If you want to prove delivery, you must ship with tracking. The least expensive is first class parcel at the 4 ounce rate. Without tracking, if buyer files an Item Not Received case, you will be required to refund the item price plus shipping.

I cannot send a $3 or $4 item at a cost of $4.75 for postage or my business would be gone in days
Ebay has to consider the fact that I am trying to lower costs to my buyers and the buyer appreciates it. and if I have to resend an item at my cost, I do but when I resend the time at my cost and postage and ebay still charges me for a refund I have sent the item twice with 2 postages and still got 0 money from the buyer because automated ebay hasn't got enough live people to help. I'm shipping on time - the post office isn't delivering on time. My buyer now has 2 items free with 0 postage. fair? I don't think so. And then they threaten to lower my above average response when I have over 3000 good feedbacks.

No. Your buyer has paid once + one postage cost. All sellers who ship in a plain white envelope with a stamp has the same problem. ebay now has the ebay standard envelope that comes with "tracking" but it is only good for trading cards, postcards, stamps, coin & currency, but they are considering other categories that are being requested by sellers.
Can you "bundle" several of these items so it makes sense to ship using first class parcel in order to get the package tracked?
