The CEO should try to use the worthless help system to ask this question:
Why are non-graded, uncertified coins limited to a start list price of $2500?
A gold double eagle intrinsic value is above $3000. The last Cheerios dollar ungraded, in an original package sold for over $8000. I should be able to list one at least $1000 less. Absolutely disgusted with the run-around contained in the system help. I did not see a way to request a direct discussion with an agent. Typing agent into the reply section does not work. Just venting.... again, I do not expect any reply.

I would expect eBay has decided to limit their risk by limiting ungraded, uncertified coins. You won't receive any response from eBay here, btw, this forum is staffed by volunteers, but I also wouldn't expect you to get any coherent response from a customer service agent regarding this, except a link to the policy. That's not really what customer service is there for.
In fact, while it's a vague statement, eBay includes this line in their policy:
Why does eBay have this policy?
This policy helps keep the graded coins and currency for sale on eBay at a high standard, while still allowing ungraded or raw items to be sold.
