Why can't eBay do like Amazon and have sellers collect payments after the items have been shipped and are in transit? I've been using eBay for over 20 years and it's getting so I will not shop on eBay unless I cannot find what I'm looking for elsewhere. It's mostly because of sellers buying a tracking number and instantly listing the item as being shipped, when in fact they will sit on the item as long as possible before actually getting it to the courier.

Just like Amazon, you must pay for your item upon purchase.
Ebay does not release the seller's payout until the item has been shipped & delivered.
Sellers are required to make sure the item arrives to the buyer by/on the estimated date of delivery.

For new sellers and infrequent sellers, ebay doesn't send payouts until the tracking shows Delivered. When sellers use ebay to print the shipping label, the furthest out is 3 days. Sellers that are holding onto the label for longer than 3 days will have a shipping defect for slow shipping because they do not have an acceptance scan within their handling time. Too many defects and the sellers can be restricted or suspended.
